Don’t exclude HDB upgrading schemes from those who vote for opposition

I refer to the forthcoming elections. It is understood that HDB upgrading schemes are targeted at PAP voters in their constituencies. Would it be appropriate if this is emphasised during the elections?
The people should not be excluded from the upgrading schemes on the ground that they voted for the opposition parties.
Opposition party wards such as Potong Pasir and Hougang, in an increasingly developed nation like Singapore where the living quality is improving, provide a contrast in reality. These wards provide ground for criticisms.
Wouldn't the PAP enjoy stronger support by a larger segment of the population if the upgrading schemes, though costly, are provided to all tax-payers regardless of the party that is elected in the constituency?
In doing so, it allows the people freedom of choice while offering the resources of the nation to be shared on more equal terms.
In an attempt to improve our often-criticised form of democracy, a slight improvement in this area may permit an increase in the PAP's support base while preserving its integrity and offering an alternative voice to the people.
If all Singaporeans benefit in this sense on more-or-less equal terms, vital support may be garnered for the PAP.
