Mr MBT says that Mr E Low should get the news first.... in squeaky clean Singapore that is.
I believe that all such official govt data due for release in the 'government gazette' ought to be embargoed till release: i.e., only qualified persons for specific reasons may be informed about such info prior to official date and time of such release: i.e. state press who will print out such info (propaganda).

How Mr E Low could have been considered a 'qualified person' when by statute it's the town council chairman (= incumbent MP) remains quite long shot, at best, Mr E Low is Mr MBT's good friend whom Mr MBT is trying to convince Hougang residents to elect in coming elections. By the Town Council Act (Cap.329A), the Town Council is:
(i) s24B: one of the two principal parties (the other being HDB('the Board')) whom the Minister consults in regard to deciding precincts for LUP;
(ii) by s24C: "make arrangements to conduct in the manner prescribed a poll of such owners of the flats within the precinct as may be prescribed with a view to establishing their opinions about the Town Council’s proposals to carry out lift upgrading works in buildings within the precinct".

It seems to me that in the Minister's opinion, Mr E Low is qualified to perform s24C.1(a) "the Town Council’s proposals" as it has since become a "National programme" "akin to government programmes such as the building of roads and schools".

Only in Singapore can the executive so blatantly override the Legislative.

Anyway, here's what a 'Notice'/ 'Declaration' in the government gazette looks like (red arrows show date of release/ publication of the notice on inet) but guess it's the Minister's friends and relatives who get to know such info first! Such is the luxury of political connections in sunny, Anarcho-capitalistic Singapore, told U we were not a democracy; kleptocracy maybe, but an oligarchy- most definitely!
