The point here is that Mr Eric Loh (PAP) is neither an employee of the HDB, nor of the town council and but for the exception made by Mr MBT in compliance to the weird and obviously perverse if not clearly partisan 'grassroots adviser' scheme as devised by the PA (whose chair is PM Lee HL [link]):

"Board" means the Housing and Development Board established under the Housing and Development Act (Cap. 129)
Your association of Mr Low (PAP) with the title of an 'employee' in a company the context of the LUP is thus misplaced.
Singapore is bigger that the PAP and any prudent political party would be well advised not to clown around; adopting the specifications of statutory provisions and norms only at their whim and fancy and to the detriment of fair dealing and justice.

Kindly note that "The Minister may make rules" only under the qualification of "for giving effect to the provisions of this Part and for the due administration thereof and, in particular, for or with respect to all or any of the following matters".
As such, the power of the Minister to make rules needs to be qualified and given the clarity and persuasion of Section 24B, C wrt to the conduct of lift upgrading schemes, I see no basis for such except by mischief, in Mr Low (PAP)'s announcement of the Hougang lift upgrading scheme, which very much prove:
1) that the Peoples Association, a statutory board imposes political partisan loyalties on its 'grassroots advisers';
2) the operations of the HDB under the directions of the MND (Minister MahBT- also a Member on the board of the PA) are tainted by political partisan affinities.
