Dunno abt US Constitution but the SG one has a limitation which ends the provision with: "save in accordance with law.", even in Bible, Human 'liberties' are obviously limited by the 10 commandments and the Great Commandment. Excerpts of Constitution of SG and Penal Code are appended below. So no, there should be no legislative excuse why US govt cannot stop the burning of the Quran. Unless of course their Constitution and Legislature is totally screwed- then blame themselves if 9/11 replays itself, so much for their fetish with "burning the Quran" whilst so many in this world go hungry and environmental problems loom- the land of unbridled capitalism might just have to rethink its constitution and that is if they can face up to their problem squarely.
