TDY: PA’s blank cheque mystery unsolved, but processes ‘are stringent

Even if 10 grassroots leaders (under guidance of the PAP MP/ MP wannabe 'advisor to grassroots organisations' did the work, they will still screw up cos they all they only do is rubber-stamp job!!!??? Even blank cheque also 3 ppl rush to stamp stamp stamp with BOTH eyes closed (and dreaming about their next 3week pan-European holiday)....... Guess the only person in-charge was the welfare pay-cheque recipient who conveniently wrote "eight thousand dollars only" and "8000.00" in the blank space: and the transaction went through promptly until some PA staffer found out about it ~6 months down the road...
Even the person personally handing Mr Khoo (welfare recipient) didn't check if the correct amount was written for Mt Khoo's benefit and prudence in using state funds.
If it starts with blank cheques, I wonder where all this $ misappropriation/leakage nonsense ends...

Sounds like a very complicated contract/agreement to me. I really cannot understand why the Singapore gahmen would not pay up immediately like in the case of the public buses enhancement scheme where S$1.1billion is budgeted and promptly paid e.g. as and when the 550new buses are delivered.

Does this complex arrangement also allow the Singapore Sports Hub consortium (Pte, Ltd) to postpone/cancel the national day parade or provide a 'sandy-pitch' if the Singapore gahmen is either late or short in its annual payments???!!!

In case of a contractual dispute with the international consortia: will the Singapore gohmen be dragged to settle the case at the international court of justice @ Hague like Pedra Blanca was settled: & become a laughing stock to the world/ print excessive $$$ to pay its debts like the now bankrupt country of Zimbabwe under Mugabe???!!!

Will upcoming Project Jewel@Changi airport (projected to costs S$1.47billion)also be obtained on hire-purchase???!!!

Given the obvious future public-funding liabilities (25 yrs for sports hub installments): was the president at least invited to rubber stamp his consent given the fact that national reserves might well have to be used should gohmen revenue be in short fall (budget deficit etc) for the 25 installments over 25 (or more) years???!!!...

I don't know whats wrong with you, but the Haj is just an example that the government is using. People want to withdraw $$ from their CPF from a variety of reasons. Maybe they have a family emergency. Maybe they want a Holiday. Maybe they NEED a holiday. Maybe they need a new home. Maybe their family need money. Its a choice. The Haj, to Muslims isn't so much as a choice. They are compelled to go if they can.

Its like many elderly Chinese, who feels a need to go back to their former hometown. They might be born and raised here, but some people still feels that they need to visit where their forefathers were brought up. This is normal. And if CPF, which is a mandatory retirement savings scheme can help them do that, I see this as a plus.

Allowing people to withdraw their CPF does not automatically entails that GST must increase. It just means that we will have a bit more flexibility.

Refraining from increasing GST any further (plateau at 7% as current) will give the poor (who are in majority) more spending $$$, which is what is necessary to run a healthy economy and a harmonious relationship between the elected and the electorate: as opposed to GST perpetuated widened wealth divides that places the state on the verge of revolution, as was the situation building up to the French revolution: as ascribed to the uncontainable animosity between classes due to the widespread labour exploitation and unsustainable inequality in wealth distribution .

Likewise, it is a social good that freehold properties should be freely available on the open market rather than be horded by for profit companies. In the event of an enblock, who should grant permission to rebuild and at what lease period???!!! Would it be considered like a 99yr rental period whereby the lessors are at the total mercy of freehold title landlords who can agree/ disagree based on whim and fancy? What protection does the layman home owner have against cooperate greed???!!!

Dr Lam must be Sinkies politician, always finding excuses to use the stick to make $$$. Can I suggest an annual reward (/carrot) system like for NSmen IPPT but physical fitness test is run by private companies: if a certain grade is met, then a certain cash stipend is paid. This grade can be in the form of cholesterol levels, diabetes state, smoker/nonsmoker, blood pressure, BMI, time taken to run 2.4km/ swim 1km or stationary cycle 20km/ sit ups in 2 minutes or skipping 3mins/ wheelchair spinning 2.4km etc: a total score (lab test plus fitness test) stratified according to age. Everyone gets the same stipend, ~$300/annum, however, only those with good results get it in cash, the rest/ absentees get it as medisave top-ups vs cash with medisave top-ups in greater proportion. Those with spectacular results (top 33%) get a small cash bonus e.g. $100 more for their efforts and setting a good example for the rest.

The Annual Value (AV) rebate should be S$6000 per annum per citizen (half for PRs)(based upon the median mkt price annual rental for single HDB room), so if U have a house with 10 Singaporeans staying and AV is $100K, the AV rebate would be S$60K, the consequent taxable amount will be S$40K, at 7% AV tax, the tax payable will be S$2.8K; (at 10%GST, it will be S$4K, p.a.(BOTH affordable even compared with current 2014 "discounted" rates)).

In the 1960-80s, Singapore was a real socialist state, confiscation farmland from the rich to sell HDB flats to all Singaporeans at costs plus prices (minimal land component costs for confiscated (cheap) land), why suddenly now talk about HDB BTO at market prices??? It's public housing for the poor/ very poor after all- just to justify PAP salaries at self determined "market pricing" is it???

Pls note that there are "at present, 111 commercial banks" in Singapore, so commercial banks can handle the reverse mortgage of private properties and the CPF can handle the reverse mortgage of HDB properties (all sizes); only when the per capita home equity of a person should fall below say SGD50K should a person be granted be granted full medifund subsidies (sans congenital illness that is)- this of course is just a ball park suggestion, other suggestions should equally be considered.
